Setting a passenger down by helicopter inside a national park is prohibited without a permit (36 CFR 2.17(a)(3)), so canyon-floor landings sold to visitors take place on Hualapai tribal land at the West Rim, outside Grand Canyon National Park.
Every aircraft between the surface and 18,000 ft MSL over this stretch of canyon is inside the Grand Canyon National Park Special Flight Rules Area (14 CFR Part 93 Subpart U).
Commercial air tours must hold at least 7,500 ft MSL in the Zuni Point and Dragon corridors (14 CFR 93.307) and stay out of designated flight-free zones (14 CFR 93.305) — no operator can fly lower over the park, whatever the marketing implies.
Air tours over park units are capped and allocated under 14 CFR Part 136, which is why South Rim departures are limited and sell out in peak months.
